The NAVLE application process:

  1. The ICVA NAVLE Application must be submitted PRIOR to the processing of this ICVA State Application. If you have not yet submitted your ICVA NAVLE application, DO NOT PROCEED. A link to the ICVA NAVLE application can be found on the the ICVA website.
  2. You must submit an application through a state licensing board (or through their designated NAVLE processor) for approval to take the ICVA NAVLE State Application. The ICVA is the designated NAVLE processor for your chosen board and will verify your NAVLE eligibility on behalf of that board.

You will need to have your credit card information available to complete the processing of your on-line NAVLE State application. Credit cards accepted for payment of the NAVLE fee include Visa and MasterCard. This is a non-refundable fee.

The District of Columbia NAVLE application fee is $55.00

The ICVA is no longer collecting US Social Security numbers for the purpose of identity. If you DO NOT have a US Social Security Number, check the box below. You will then be directed to enter an official government-issued National Identification Number (such as a passport number) and the name of the issuing country.

You are thus required to provide an official government-issued identification number, such as a passport number, national insurance number, national tax ID number, or driver's license number. You must provide below the complete official name and location of the school from which you were granted, or will be granted, your veterinary degree, including the city and country where the school is located.

To be eligible for the NAVLE, you must fall within one of the following categories:

If you are a senior student at one of the following American Veterinary Medical Association (AVMA) accredited veterinary schools, the ICVA will verify your enrollment status and expected graduation date using a roster obtained from the Dean’s office of your school:
  • Auburn University, Colorado State University, Cornell University, Iowa State University, Kansas State University, Lincoln Memorial University, Louisiana State University, Massey University, Michigan State University, Midwestern University, Mississippi State University, Murdoch University, North Carolina State University, Oklahoma State University, Oregon State University, Purdue University, Ross University, St. George’s University, Texas A&M University, The Ohio State University, Tufts University, Tuskegee University, University of Arizona, University of Bristol, University of California, University of Edinburgh, University of Florida, University of Georgia, University of Glasgow, University of Illinois, University of Melbourne, University of Minnesota, University of Missouri, University of Pennsylvania, University of Prince Edward Island, University of Sydney, University of Tennessee, University of Wisconsin, Virginia Tech-Virginia Maryland Regional College of Veterinary Medicine, Washington State University, Western University (California).
  • If you are a senior student at another AVMA-accredited veterinary school, including State University of Utrecht, Universite de Montreal, University of Calgary, University College Dublin, University of Guelph, University of London RVC, UNAM, University of Queensland, University of Saskatchewan, VetAgro Sup l'Ecole Nationale des Services Veterinaires a Lyon, you must request a letter from your Dean on school letterhead by sent directly to the ICVA office indicating your expected graduation date.

    If you are a graduate of an AVMA-accredited veterinary school, you must provide:
  • an official or certified copy of your final transcript showing proof of degree doctor of veterinary medicine, or
  • a letter from the Registrar's or Dean's office of your veterinary institution stating you have been awarded the degree doctor of veterinary medicine (the letter must bear the seal of the institution), or
  • a certified copy of your diploma showing proof of your veterinary medicine degree.
  • If you are a graduate of, or a senior student at, a veterinary school NOT accredited by the AVMA Council on Education, you must be enrolled in the Educational Commission for Foreign Veterinary Graduates (ECFVG) or the Program for the Assessment of Veterinary Education Equivalence (PAVE), and have completed your program's step 3 examination requirement in order to apply to take the NAVLE. You must request that ECFVG or PAVE send a letter directly to the ICVA office verifying your enrollment in their program and your completion of their step 3.

    ICVA will not accept documents proving eligibility that are emailed or faxed from candidates. All documentation must come from the institution and be sent directly to the ICVA office — not the state board office. All required documentation (verification letters from universities, the ECFVG or PAVE, etc.) must be received by ICVA by the application deadline shown above. No exceptions.

    You must agree to the following statements before this application can be processed.

    • I certify that I am taking the NAVLE for the purpose of being licensed in the District of Columbia and authorize the release of examination scores to the District of Columbia Veterinary Medical Examining Board.
    • I understand the District of Columbia may have additional requirements for licensure and that passage of the NAVLE does not guarantee licensure in the District of Columbia. This form is for the purpose of NAVLE application only. For licensure application in the District of Columbia, contact the District of Columbia Veterinary Medical Examining Board at 202.535.2323 or http://doh.dc.gov/service/veterinarians-licensing.
    • I hereby certify that all information on this application is true, full and correct to the best of my knowledge. I have read, understand, and agree with the above statements. I understand that providing false information may result in the suspension or revocation of NAVLE approval or NAVLE scores.

    Please note, if the payment method selected by you results in a dishonor or a later dispute as to the validity of the payment, your NAVLE eligibility may be suspended, your scores may be withheld and any scores that have been reported may be rescinded pending resolution of the dishonor or dispute and the payment of additional fees by you arising from such dishonor or dispute.
