To be eligible for the NAVLE, you must fall within one of the following categories:

If you want to apply for the NAVLE through New York, but you do not meet any of the criteria below, DO NOT FILL OUT THIS FORM. You will need to file an application for licensure, pay the appropriate fee and submit your education to the New York State Education Department, Division of Professional Licensing Services for review. You may go to www.op.nysed.gov to find the requirements for licensure, deadlines, and the appropriate forms or call 518-474-3817 ext 560, and request an application packet. New York will verify your eligibility and will notify the NBVME office. You do not need to complete this form, but you must complete the ICVA NAVLE application #1 and submit it to the ICVA, and submit the required information to the New York board office in Albany to be reviewed for eligibility to take the examination - all before the deadline.
If you are a senior student at one of the following American Veterinary Medical Association (AVMA) accredited veterinary schools, the ICVA will verify your enrollment status and expected graduation date using a roster obtained from the Dean’s office of your school:
Auburn University, Colorado State University, Cornell University, Iowa State University, Kansas State University, Lincoln Memorial University, Louisiana State University, Massey University, Michigan State University, Midwestern University, Mississippi State University, Murdoch University, North Carolina State University, Oklahoma State University, Oregon State University, Purdue University, Ross University, St. George’s University, Texas A&M University, The Ohio State University, Tufts University, Tuskegee University, University of Arizona, University of Bristol, University of California, University of Edinburgh, University of Florida, University of Georgia, University of Glasgow, University of Illinois, University of Melbourne, University of Minnesota, University of Missouri, University of Pennsylvania, University of Prince Edward Island, University of Sydney, University of Tennessee, University of Wisconsin, Virginia Tech-Virginia Maryland Regional College of Veterinary Medicine, Washington State University, Western University (California).
If you are a senior student at another AVMA-accredited veterinary school, including State University of Utrecht, Universite de Montreal, University of Calgary, University College Dublin, University of Guelph, University of London RVC, UNAM, University of Queensland, University of Saskatchewan, VetAgro Sup l'Ecole Nationale des Services Veterinaires a Lyon, you must request a letter from your Dean on school letterhead by sent directly to the ICVA office indicating your expected graduation date. The New York State Board of Veterinary Medical Examiners requires that senior students must have an expected graduation date no later than eight months from the last date of the applicable testing window to be eligible to take the NAVLE.
If you are a graduate of an AVMA-accredited veterinary school, you must provide:
an official or certified copy of your final transcript showing proof of degree doctor of veterinary medicine, or a letter from the Registrar's or Dean's office of your veterinary institution stating you have been awarded the degree doctor of veterinary medicine (the letter must bear the seal of the institution), or a certified copy of your diploma showing proof of your veterinary medicine degree.
ICVA will not accept documents proving eligibility that are emailed or faxed from candidates. All documentation
must come from the institution and be sent directly to the ICVA office — not the state board office. All
required documentation (verification letters from universities, the ECFVG or PAVE, etc.) must be received
by ICVA by the application deadline shown above. No exceptions.
